BYOD User/Device Authentication

At my campus we allow users to use school issues mobile devices as well as laptops. We also have users that prefer to use their own mobile devices and laptops.

On campus we have a Cisco WLC 5508 that we currently use MAC Address Filtering to allow mobile devices to access the network. Keeping track of these MAC addresses is a management nightmare! I was wondering if setting up a RADIUS server and have users enter their AD credentials to authenticate to the network would be easier for the IT staff and the user? Which is more secure, MAC Address Filtering or RADIUS?

If we choose to use a RADIUS server, how can I get school-owned devices to authenticate to the network prior to user authentication? I think I can do this for laptops that are joined to the domain, but what about mobile devices such as iPhones or iPads? How would I have non-domain laptops and a user's personal iPhone or iPad authenticate?
