windows cannot load the driver required for this device (Code 31)

Trying to install any usb wireless adapters and I get the error listed above. I have searched updated drivers, ran xp updates (for SP3), checked for conflicts, viruses and spyware, tested adapters on 3 other xp machines and they work fine, tired the registry fixes found on MS knowledgebase and all has failed.
