need help with error 650

when i truy to connect to my internet server i get as far as verifying user name and passwrd then it disconnects. i have tried changing modems,using a lt winmodem and also tried a creative dsl v.92 i know both these modems work because i can install either in my pavillion and they connect fine. but when i try either of them on my everex system i get the message/the computer youre trying to dial into does not respond to a network request.check your settings.im running the win 98 os. ive checked settings and they all seem fine. ive tried moving the modem to another slot...same thing..ive even done fdisk and a clean install..still when i try to connect i get the same message...i need help im really stumped..thank you
