All users are able to send on behalf of others

Hi All,

I Have an Exchange 2007 installed and gonfigured properly.
The problem is that I didn't grant any permissions to users for "send on behalf of..." but all clients using Outluuk 2003/2007 (exchangeclients) can do the following:

1. All users can select the sender address from the "From:" field (different from the own one);
2. All users can type a message and send it to destination without a notification "Sent on behalf of..."

Example:
* User A@example.com is using Exchange client Outlook 2003 or 2007
* User A is selecting a user B from the "From" field in Outlook
* User A is sending the message to X@xxxxxx.com and user A don't receive a warning "You don't have a permission to send on behalf of user B"
* Recipient X@xxxxxx.com is receiveing the message from A@example.com without a notification sent on behalf of b@example.com.

My question is:
How can I disable "Send on Behalf of.." and "Send As" permissions for all users at once...
Please note that I don't have any "send on behalf" and "send as" configuration...
