How to fix frozen computer that uses Windows XP?

After loading 2008 version of Norton Internet Security suite and then rebooting the computer, I have encountered a frozen screen.  The icons appear on the screen, but I cannot open any of the programs, or open the Start button, or access the Internet by double clicking the mouse.  Everything seems frozen, including the time of day on the computer clock.
