there are some programs that support 2 (usb) mice connected to the computer, for example the Game Richochet Infinite (great Breakout-clone, btw), where you have a 2-player mode using 2 mice.
so, applications CAN process 2 mice input.
now, I assume you want 2 mice, so 2 persons could act on 2 screens with 2 applications?
well, then, forget that, because windows will only allow 1 active window, so only 1 user could effectively use the stuff.
if you want 2 mice control the same pointer, well, just plug 2 mice, and there you go

for the most part, that program and info might be able to help you. i am sure there is a way to configure each pointer if you are using two monitors, it would be a lot easier to do. but check that tutorial out for the start.
