mouse pointer scrolls to the left even when the mouse is unplugged

Dell Latitude D820 mouse pointer keeps scrolling slowly to the left.  I unplugged it to find that it happens when it is not plugged in.  I downloaded drivers from Dell, changed out the mouse, cleaned it but it is still doing it.
