As for the system itself we have upgraded and tested the lastest driver ps3 drive with no success and also upgraded the firmware from GW_10.1.1.4 to GW_13.1.1.3. Does anyone have any suggestions?

the 61 error is saying that the file format is incorrect. So you I would highly guess you don't have the PostScript version of the DesignJet 4000. You can get two DesignJet 4000 versions:
- HP DesignJet 4000 (only prints with RTL or HPGL/2 Drivers)
- HP DesignJet 4000PS (prints with RTL, HPGL2 or PostScript Drivers)
