when firmware is upgraded and the upgrade fails, the firmware will be in a non usable state and you will get this error message you are seeing at bootup. A .rfu - file is a remote firmware upgrade file, all hp firmware upgrades are named like this (at the least the ones for the commercial printers).
What you will have to do now can be a bit tricky and is usually done by service personnel
- download the firmware utility for windows for the P4014

- plug it into the usb port of a PC and the plug and play message comes up
- choose to install the driver by hand and not automatically
- when installing the driver by hand choose a hp laserjet 4000 for example from the built-in driver list.
- name the queue exactly like this "Hewlett-PackardHP LaserJet USB Upgrade" (no space between Packard and HP!
- once the queue is installed go to properties, advanced tab and set "print directly to printer"
- start the upgrade utility exe file, choose your queue you just installed and hit send firmware
- there might be queue errors during the upgrade from windows, ignore them
- after this procedure the device will reboot to a ready state again
- take it back into your network and upgrade the firmware again, yes, download it again over the network, you can use the same utility, but a different queue of course. During the upgrade described above, only the formatter will be upgraded and nothing else, but the firmware does also contain code for other components.

In the service manual, it states that you need to contact your HP service people. I think it is a firmware problem and the board needs replacing.
