Windows 2003 TS Server. Printer only prints when print spooler service is restarted

We cannot make HP LaserJet 1022n shared network printer to work from a TS profile.

Magleby Friskole. 2 servers: One Domain Controller and one Terminal Server (Both Windows 2003)
All TS users are logging on to Terminal Server, with at Domain logon.
We have 3 sorts of printers, network printers, all installed on DC, shared from DC
- Xerox Document Centre CS50 PS
- HP LaserJet M1120n MFP
- HP LaserJet 1022n

The first two printers print OK, but HP LaserJet 1022n does not from a Terminal Users Profile except for the administrators.
The printer is installed with correct driver, downloaded from here:

The job is being spooled, but stops in status: Printing.
The administrator can print OK from the Domain Controler and from TS, logged on with RDP
A student logged on with RDP on TS only member of the Gruoup: Elever:
Not able to print.
This student user (name: printtest) is out of the Group Policy.
For me this indicates that the problem is not to do with the shared printer mapping I GPO with the script: printer.vbs.

The group elever are granted print access to the printer.
When the Print Spooler service is restarted: The job leaves the printer OK, and are printed out.

Has anyone seen this before?
We have managed to install 2 of the 3 printers.
Any idea why it does print all jobs when restarting print spooler?
How can we get around this?
