Network default printer keeps changing

I'm running SBS2003 and have a HP 8100 photosmart printer that is on the netowrk.
I have a user that is using a local printer as his default but it keeps switching to this Photosmart printer.  I reboot and it's on the local and I watch it go back to the HP.  I removed the HP and reboot and it recreates it.  It's happening for a couple users.

I can't seem to find anything in Group Policies, but I might be looking in the wrong area.

any help would be great.
