Assuming you HPLJ4 is turned on and not connected to any computer and network. Once it is warmed up, the display will indicate, "00 Ready." If you then pushed the "Online" button, the display would then read "00 Offline."
Likewise, your printer would yield the same result if it was connected to a computer turned on or off.

I owned an HP LJ for a few years, and the "Ready" button only came on on my setup if 1) the printer had completed it's warmup cycle and auto-diagnostic, and 2) I had not pushed the "online" button to "off". I do not recall having to be connected to the computer upon initial startup of the printer, but as soon as I tried printing something, it was obvious that the printer wasn't connected. Hope this helps.
