Epson Stylus 400 ESC/P2 not printing

I need help badly!
Recently inserted a new cartridge into my Epson Stylus 400 printer which I hadn't used for months. Well, the printer isn't printing and there are 2 lights that are blinking:
Data (Orange light)
Paper Out/Ink Out (Red light)
The Pause button light  is on and will not go off even after pressing the button several times.

I've tried the printer utility program but right away it has detected that the printer isn't functioning ... doesn't show any error messages either.

I'm very basic with printer and have ensured that the cable is connected at both ends (printer & computer), the paper is in ok and its a new ink cartridge ... I've also taken out the new ink cartridge and replace with another, thinking perhaps it is a ink problem.

Anyone out there that can help or make some suggestions I will appreciate it!

Btw, I have entered the printer's properties and changed the "Spool Settings" and verified that "black ink" cartridge is selected.

Both Data and Paper/ink out are flashing? Hmmm... Press Pause + ALT + Load/Eject while applying power to the printer (i.e. when it's on). This will do a "ROM Reset" on the printer. If the problem still continues, the printer needs to be repaired by your authorized Epson repair center.

Try this---Turn off the printer/Disconnect the printer cable from the printer/Hold alt and pause/turn on the printer/Release the alt. and pause buttons/(Error light will come on)/Hold the LOAD-EJECT button until the pause light starts to flash/Release the Load-eject button and then press the pause button-----This should do it

I tried both instructions you've given but the printer's "Data" and "Paper Out/Ink Out" lights are still blinking.

Cannot find a local Epson repair unit in my locale, unless I travel some 90mls. I was actually planning on donating it to a small school and would love to get it back working, plus I hate to see unused ink supplies go to waste.

Thanks much for your help and I'll continue trying to get it to work.

If neither works, your printer is dead and will need to be repaired. Sorry.

check for any paper that might be stuck inside the printer.. try to remove it if found, and repeat the tests suggestted above..

also, ensure you're loading the ink cartridges properly.. if you have the manual, follow the directions there.. you've got to remove a portion of the cartridge to get it to release the ink I believe..
