What version of windows?
This driver is included in Win2k and XP, and is installed the first time you connect a usb printer, apparently.
You may need to be logged on as administrator before windows can install it, also you might need at least service pack 1 or 2, both of which have USB bugfixes.
You may get this problem if you install the printer on the parallel port (LPT1:) by mistake, or if you plug in the printer before installing the driver software for some HP printers.
Try installing the printer software before connecting it.

Try the following:
s
open Explorer selecct -> Tools -> Folder Options -> View
-> enable "Display the contents of system folders"
-> enable "Show hidden files and folders"
-> disable "Hide extensions for known file types"
-> disable "Hide protected operating system files (Recommended)".
Accept the warnin message and browse to the C:\Windows\System32 and search in this directory these files:
Dot4.sys
Dot4prt.sys
Dot4usb.sys
Dot4scans.usb
If they are present move them to the C:\Windows\System32\driver
and restart installation.
