After further research I found that the machine had been upgraded from Win2000 to WinXP. You can tell this by looking at the windows folder. In Win2000 this was C:\WINNT and in WinXP this is C:\WINDOWS. Altough, if you do an upgrade to WinXP it does not change the name of this folder since many things in the registry depend on this path name. I read a couple Microsoft articles that stated that the smart card problem occured with Windows XP machines before SP2. Even though this computer was completely up to date, a reapllication of the SP2 patch fixed the problem and the user is now able to use a smart card for login.
