set up printers in Windows

I always get confused when it comes to setting printers in Microsoft Windows:
I need to know the diferent scenarios and steps. correct me if I am wromg:
Scenario1: setting Temporary Network Printer (for instance a meeting)
1-go to print device print the configuration
2-go to each PC add printer as local printer, then type the pinter name showing in print config.
The reason to use print name instead of IP, that way you don t care if the print device is using DHCP to pick up an IP or not.
I still want to know when should I use IP instead printer name
I also need to know when to use local printer instead of network printer.

Scenario2: set up a printer in a print server:
1-Create a printer in a print server.
do I need to choose local or network ?
do I need to give it an IP address or Name ?
2- print out config page from print device.
3-go to user PC and the printer and search for it m since it was created in the print server, once found connect to it.
ok, what about the IP that shows in the config page and the ip assigned manually when creating a printer in the print server. how do you make them the same?

If you know the different ways to set up printers, please give me some tips.
