I know all of this can be accomplished through telnet access, but i need a hardware device capable of doing so as well. My budget is under $300 and i only need 1 ethernet and 1 console port on the device. Thanks!

They all state they have a web based interface to control the device. I can't find where it specifically says how to config an account though.
Question: Why 2 interfaces? 2 different networks? Can this be done with a switch or router to router the subnets?
To control power to the devices you'll need a PDU with that capability.

Lets me force a power cycle of a specific outlet; I think that's what you asked for.

Here is a device from Minicom Advanced Systems sold under 300$, its called PX Serial.. (part number 0SU70033) it has two LAN ports and a serial port to connect to the Cisco console port.
You can also create user accounts, IP access list, Email alerts (to notify you when someone access the console) etc..
