Getting ActiveX to Work

I have a new Vista Computer and am trying to install ActiveX which I downloaded from Microsoft. However, I get an error message, "A cabinet file necessary for installation cannot be trusted. Please verify the cryptographic services are enabled and the cabinet file certificate is valid."

I checked administrative services and cryptographic services appear to be running.
