Initializing memory procedure

Not been able to initialize memory on any of our 4650's must be doing something wrong. Can access "cold reset" when I press and hold Check button but nothing when holding menu just shows memory 128mb

I power off/on then pressing and holding menu button as memory counts, once 3 LED's below menu button light together I am releasing menu button then press down button, tried up and return on the many times I have tried the sequence.
