Did you do a clean install of 98, or a repair / overlay install? If you did a clean install, then I would expect that installing the drivers should have worked, if it was an overlay install, then I would expect that whatever's giving you trouble, could still be sitting in your system. If possible, try the scanner on a buddies computer and see if it works. (this will tell you if it's the scanner or software)
Also make sure your using the latest drivers from the HP site.

i would :uninstall the software and the scanner completely; then :

then reinstall and test
