Computer cannot communicate with scanner

Hello EE
i set up a printer-scanner (Cannon MPC190) for my coworker.
it prints and scans under admin user (that i installed) fine.
however when i switch to another user printer still working fine but scanner doesnt work!
it gives the message (see at the picture attached).

1. i tried to reinstall the software few times
2. i disabled the antivirus and there were no applications on at that time....

could you advise please?
