Ideal RFID Reader Conditions

I need help with an RFID solution!

Basically I have a touchscreen which responds to a barcode scan to say "Hello User!".

*Beep* [Barcode Scans] -> "Hello Mike!"

I would like to make my touchscreen respond to an RFID card that is in someone's pocket, or an RFID card that is on someone's key chain.

Please advise on the HARDWARE needed to complete this.
My problem is I cannot find specifications on read distances or quality of read.

#1. I need an RFID Reader which can pickup on an RFID card in a wallet, through clothes at 3 feet away.
#2. I need an RFID Keyfob which will be able to be read from within a wallet, in a pants pocket, 3 feet away.

My budget for the Reader is <$300
My budget for each card is <$1 each
