Smartcard for windows logon No Active Directory

I have a standalone server (Windows Server 2003 not connected to a Domain / No AD) that I would like to have smart card authentication to log on. Specifically the smart cards that will be used to log into the machine are DoD issued CAC (common access cards). I do not want to issue my own certificates as the DoD has its own root CA. Again all I want to do is link a person's CAC card with their local account (NO AD) so they only have to insert the CAC card and enter the pin that is stored on the card.
