USB Camera works until the computer is rebooted and then it requires a full shutdown or it is unplugged and replugged

I'm having a strange problem with a camera reseting on reboots. It appears that the camera doesn't reset properly when the computer is restarted because when we try to launch any program showing live video of the camera it hangs for about 40 seconds and then only a black image appears. Uninstalling and resinstalling the driver does not resolve the issue. The only way to get the camera to get a live picture is to unplug the camera and plug it back in or shutdown the computer completely and turn it back on. This occurs on every computer that we use. We are using Ken-A-Vision USB cameras model 7890UM on Windows XP and Small Business Server 2003 Prem computers. The motherboards are various Intel Desktop Boards D865GLC, D845GLAD, D975XBX and DQ965GF. I orginally though that it was a conflict with our software application and have tried all services packs with fresh installs of Windows without success. I've also purchased USB 2.0 PCI cards and the problem still occurs when using those ports. The only computer I've tested that doesn't have the issue is a Toshiba Laptop.

I have reported this to Ken-A-Vision's tech support department and since they haven't experienced the problem they are unable to assist. This problem started occuring when they updated the internal componets of that model of the camera.
