Instant on computer / small computer

I'm looking for a very low powered small computer unit to put next to my plasma TV. Ideally to be used for internet video calls, maybe some recording of incoming signals etc.

Is there such a device that has an instant on/off capability (or near time on/off). I know PC Word in the UK used to sell I think a Philips desktop PC unit which was no large than a A5 size book. Also anyway of programming some sort of remote control to activate a macro or script to connect to the skype or other video call.

Basically to be used by elderly parents for making video calls etc over the net.
