Does the problem go away if you put a different (smaller, older) hard drive in the machine?

nope.
Have you flashed BIOS?  If not, that should be next step.

Did problem start when you changed HDDs?
hmm how small? i tried 80, doesnt work.
i don't have anymore, it doesnt support 120gb
how do i make it support?
willcomp yep. yep.
Just to be sure, you flashed BIOS as well as resetting it?

Does system boot with HDD and floppy drive disconnected?  If you haven't already tried, give it a shot and see what happens.
Check all your drive cable connections.  Problem can be caused by a bad or improperly seated signal cable.
I assume you don't have a floppy in the drive?
how do i flash this bios

no floppy drive.

i do have a thumbdrive, can i installthe flash program in thumbdrive and boot the thumbdrive up?
where do i find the latest flash for Gigabyte 6VEML
Did you try boot with HDD disconnected?  Try that first then we'll try to attack BIOS.
yup, i did.
ok i found this file http://www.driverscollection.com/?file_id=4713
it has a .exe but if i boot from my thumbdrive, how do i do this?
anyone knows?
here is the latest version
it is always best to get the version straight from the manufacturer

f8

http://www.giga-byte.com/Download/Download.asp?FileExtName=exe&DownloadPath=/MotherBoard/FileList/BIOS/bios_6veml_f8

run the exe, and extract the files to your flash drive,

make sure your bios is set to boot from usb,

You will have to have an operable floppy drive to flash BIOS on your motherboard.  There is no way around it.  If you cannot boot from DOS boot floppy, then you are out of luck on the flashing part.

Can you access BIOS setup?  Should be able to.  Check settings for IDE, hard disk type (auto), and boot sequence.  Ensure that floppy drive is disabled in BIOS.

Post back with more details. yep and yup do not provide adequate information in many cases.
how abt using CD, booting the flash files from cdrom
If PC will not boot at all, how do you propose to boot from a CD?
yep you're right, it didnt work

doesnt work , same.
PULL ALL EXPANSION DEVICES NOT REQUIRED TO BOOT PC
EG HARD DRIVE ,CD ROM FLOPPY ,MODEM JUST LEAVE VIDEO CARD, KEYBOARD AND MONITOR PLUGGED IN IF ALL ELSE FAILS TRY REMOVING THE BOARD FROM CASE AND BOOT IT WHAT THIS WILL DO IS INSURE THE BOARD IS NOT GROUNDING
ON THE CASE.ALSO BE SURE THE BIOS IS SET UP 100%
Hi Jedistar.

Have a peek at this link, may well shed some more light on the subject

http://www.computerhope.com/issues/ch000474.htm

As per the comments from centorph, you will need only the bare minimum to enable the PC to boot. This being the Primary hard drive, video card, mouse, keyboard, and memory.

If it boots succesfully, you then need to start adding the components back into your system one by one, starting with any other hard drives and CD/DVD drives first. Remeber, one at a time and reboot after each install.

Also, check to see how the jumpers are set for each device. It might be worth using the Master and Slave sets rather than the Cable Select choice. This sometimes helps.

Let us know how you get on.

tried all that it doesnt wrk.

I also kinda had the same problem that you had and took me forever to get around the problem.

have you checked to see if the Motherboard can support Ultra ATA66/100/133 Drives? the one i have
the Motherboard did not support it even after a bios flash upgrade, this was dependant on a certain chip on the motherboard
(south bridge)

Check the 120Gb drive, check what ATAxxx it has if its any of these that motherboard doesnt have read below.

If not Your out of luck, i my case i had to by a adapter PCI Card for about $15 that supports the drive that have now (160Gb Seagate drive)
and work as normal, except it will be listed as a SCSI device.

and you will have to change the boot to scsi in order for it to work.

Hope this helps
Have you tried to change the IDE cable?
Can your Bios setup detect the HDD correctly?
May be you should try the same HDD on your friend's system.
If I understand correctly, here's situation.

PC will not boot even with minimal configuration (HDD disconnected as well as other drives).
BIOS has been reset.
Failsafe BIOS settings loaded.
Boot order verified.
Error message still appears on any boot attempt.

Only thing left other than replacing motherboard is to flash BIOS.  You must install a floppy drive and boot from DOS floppy disk to flash BIOS.  Buy or borrow a floppy drive if need be.

Link to BIOS file was provided by waffleironhead in his response.  There is a link to BIOS flashing instructions there.  Just to make it easy:

One last thing.  Although I have not seen your symptoms caused by failing capacitors, it is worth a look.  Check caps for bulging and signs of leakage.  Tops should be flat and no leakage.  This motherboard may well be susceptible to bad cap problem since it's about the right vintage.  If caps are bad, scrap mobo.  Can give you a replacement model and link to US vendor if needed.
