Can I boot from a USB external hard drive?

Here is the scenario. Primary (C) drive won't boot. Drive is OK but Windows won't boot, meaning something is wrong with Windows XP home. Can I set up my USB external drive to boot so as to fix the problem on the C drive? This presumes that my motherboard supports booting from a USB device. Can the BIOS be set so that XP first looks for boot instructions on the C drive, then defaults to the external USB drive should the C drive fail to boot (assuming that I can set up an external drive to boot). Does the formating (FAT32 or NTFS) on the external drive matter insofar as setting the external drive to boot? My C drive is fine at the moment, but I would like to set up my external drive now to boot should Windows on my C drive someday decide not to boot. My external drive is FAT32.
