The Solution Rating System

Because of the way the system is set up, the most important variable in this equation is you. dell poweredge 4600 will not power on

We have a dell poweredge 4600 server that will not power up.
power is getting to the system as the front power on/off led is flashing, and the led display has scrolling text (all be it in black) saying dell PE4600.
The last time it did power up it stated that there was in sufficiant power supplies, but now if fails to even get that far. I switched the 2 input power connections from a ups to the mains,  and all 4 power units at the front have a green light beside them ( at the back one led stays solid green, the other flashs green)
I have went through all the logical steps of removing ram, vmi cards, processors etc to no avail!
I also notice that a 3rd led at the back some times turns purple for about 5 seconds when the system gets power , i dont know what this led means, but its connection on the board says cyclops?
