Fan Speed on DL380 G3 is High

I know this question has been submitted many times, and I have gone through most of the posts.  We have a Proliant DL380 G3.  The fans are very loud.  They never change from the time the power button is pressed.  Our other HP servers start loud, then quiet down.  This server never quiets down.  
We are running the latest firmware and systems management software on Windows 2003 Standard R2.  HP Systems Management shows all of the fans are OK and the temp. is OK as well.  
I have checked the BIOS and do not see any options for fan speeds.
