hmm, I set it to 0 and -- just like another terminal I have here, and it still won't come up as the master console, if all the cabiling is correct, what else could it be as far as configuration?

Is the cursor on the upper left or upper right?
Is auto-configuration on? Use WRKSYSVAL QAUTOCFG to display and post the result.
For each port, the address must be unique, so there cannot be two terminals with address 0 on that port.
To be the console, the terminal must be on port 0 with address 0.

Multiple elements can affect whether or not a device can be a system console. If the assumption _must_ be "if all the cabiling is correct," (e.g., both address _and_ port are 0 or at least one of the ones configured as 'alternate console', and cabling is verified as not broken) then perhaps the system is configured to use a different console type -- Operations Console, HMC, thin console...?
Is there normal access to the system, i.e., telnet? iNav? What OS VRM? What hardware model?

Press the Setup key.
Press F24 to change the address, which appears on bottom right corner of the screen.
Press Setup to save/exit
Press reset to try to connect
