Dell Network drops offline

I am puzzled by the issue I am having with my networks performance dropping on and offline with no apparent reason or time frame.  I have tweaked just about everything TCP parameters and some other small changes to the tcpip offloaded.  What is happening is laptops and desktops are just dropping offline for no reason losing what ever is open.  Is this a Dell issue? A windows issue? Or a combination of both? What else could be causing this?

All dell equipment
Poweredge 2400 and up
Latitudes 600 and up with port replicators
Dell power connects 3500 and up
Running Windows 2003 and exchange 2007
