I have a Dell PowerEdge 860 with a dual core xeon 3040 1.86 GHz 2mb cache processor.

Above is a list of all the 3000 Series processors.
Can I put a X3220 which is a quad core on the PowerEdge 860 motherboard? If not Can I put a dual core processor with a higher Front Side Bus speed? Right now the processor has a FSB of 1066Mhz, will a processor with a FSB of 1333Mhz work as well?

You will have no trouble upgrading your current processor to the X3220 (2.4GHz, 1066MHz FSB). Dell actually has this as a processor option for this server. However you will not be able to install a processor that uses a 1333MHz FSB.
