When the computer is booting it goes through the various server components and offers you the chance to configure them by pressing CTRL+? (CTRL+R for RAID controller etc).
It will deisplay the DRAC card's current IP settings and then prompt you to configure it with another CTRL + key stroke.
Press the key strok and you get to a BIOS-like interface for the DRAC card. About half way down the menu, I believe, is the interface IP settings. Assign it a static IP and save the settings. Reboot and you should be able to connect to the card on that IP address, via a web browser.
It's basically the OpenManage software but the server can be powered down when you use it. It's also fairly limited in what you can and can't do but booting/rebooting/shutting

You need to use your browser to connect to the drac via its IP, once there log on to the Drac using the default username / password of root/calvin. from there you can open a console session to the drac.
