CALs - per user - per device

hi all

from a previous question i learned that i need to purchase some additional CALs.  I was receiving the message below.

No license was available for user PIGEON\(user) using product FilePrint .  Use Licensing from the Administrative Tools folder to ensure that you have sufficient licenses.

License usage for product Windows Server is at the maximum number of per server licenses purchased. New license requests may not be granted. Consult Licensing from the Administrative Tools folder for more information.

when i checked our licensing info it gave me this:

installed - 5
max usage - 13

we have 19 users (employees) and 13 computers.  sometimes they are not all on the network and most of the time they are.  thats when most of the problems occur (some users cant access email, shared netword folder, etc)  

correct me if i am wrong, but in this situation will it be best to purchase additional CALs (per user)?

if so:

i read that it is not a good idea to mix per user and per device licenses on a server.  i did not build the sever and dont have any information on the licenses installed.  how can i find out if the original licenses were installed per user or per device?

also how do i reassign or assign CALs to new employees after others have left.  there have been several people who have come and gone in the past year and i havent reassigned any cals.  just deleted or added new users.

please ask me to clarify if necessary,  not to familiar with some server issues.

If you don't have ANYONE using Remote Web Workplace and you don't have ANYONE using laptops or cell phones to check their email - basically, if no one ever works remotely (and you don't expect this to change) then I'd suggest licensing PER DEVICE.  You would then need only two more 5 packs and you should be legal.

Otherwise, license per user - in the short term it will be more expensive, but in the long term it could save you money and headaches.

BTW, you CANNOT mix device and user CALs - once you decide which you are going to use, you have to stick with those or buy the entire lot over again.
With only 5 licenses installed, that means you are using the 5 built in licenses - these can be EITHER device or user.  There is no technical setting that decides which one you have, you decide (as a matter of policy), document, and buy appropriately starting now.

thanks.  employees do work remotely from time-to-time.  so i guess we would go with per user.  right now we only have one server that handles everything.  would it be an option to do cal licensing per server?

if we have 19 users already then we need to by user licenses asap. do you have any recommendations on where to buy the licenses, based on your experience?  thanks.

Actually I will disagree with LeeW on his statement regarding ONLY having one or the other.   That is not correct.   You can have both USER CALs AND Device CALS with an SBS server...but you have to track what's what and whose got what kind if you really want to do it right.

If you have 5 shared computers (multiple people use those computers) then you buy 5 device CALs and the rest can be USER cals (if a User is going to have a Windows Mobile device, desktop and laptop for instance, then only one user cal is required)

SBS licensing is different from Standard, there is no per server or per seat.  An SBS CAL is "all inclusive" of other servers if you have them (some restrictions apply)

most of our employees have a computer / laptop that they only use.  some emplyees will take tuns sharing a computer.  a few employees get email on their phone.  so youre saying that it is ok to buy a combination of cals  say 5 per device / 5 per user based on the situation.

based on what we have now 19 users, 13 computers - 5 installed, 13 max, we're doing things all wrong?  are the 5 licenses being shared between the users and devices?

Since you can only buy SBS 2003 CALS in groups of 5, this will probably work.

The original 5 must be declared to be either USER OR DEVICE, they cannot be split, so in your case, sounds like 10 User CALS(5 original and 5 new) (a user CAL allows one person to access ANY device to connect to the domain) would be correct and then 5 new DEVICE CALs(allows any number of people to connect using that device) would be the way to go.

I'll add that mixing Devices and Users CAL's is OK, the only problem lies in managing the CAL's when you have more than a few users and/or devices connected.

Better create a good old xls sheet to keep track of what CAL should be assigned to what user/device. As soon as you add/remove devices or users, update the sheet.

I meant to say this before - NO ONE HERE is "legally" able to answer licensing questions - telling an auditor "they said I was ok on Experts-exchange.com" will NOT get you out of a fine.

That said, I've always been told that you CANNOT legally mix device and user CALs.  You pick one or the other and go from there.  I would STRONGLY recommend contacting Microsoft's Licensing and Pre-Sales Support.

Technically the first 5 cals must be "declared" to be USER or DEVICE Which you would annotate on the CAL license that should have come with your SBS software.   If you choose USER, its the first 5 users who logged onto the system, if device, the first 5 devices to logon.   You can switch them one time  If you chose Device first and then decided this was incorrect, you can flip them to USER cals, but then can never flip them back.

Q. Can I have both user CALs and device CALs on my network?

A. Yes. However, experience has shown that this introduces uncertainty and complexity to managing your licenses and staying in compliance. We strongly recommend you determine which method is prevalent (or preferable) on your network, and then use only those CALs.

As Oliver_P pointed out, you practically have to get a spreadsheet to track this when you mix but it can be done with a bit of effort and can save money.
