How do I get my HP DL380 GEN 4 to boot.

I am unable to boot the HP DL380 GEN 4 I just bought from a workign environment.
All lights are green except the SCSI configuration error led which is RED.
I cannot get the system to post so I  can get to the Configuration screen.

The server had all six drives pulled out, I have 2 U320's to insert and use.

Any ideas on how to get the system up and running?

Have you tried removing all of the add in cards prior to power on? An inoperable device may be causing it to hang.

The server does not have a scsi card it uses the embedded card.
I have unplugged the cd rom, and have tried port one and port two.
Think the MB is bad?
The monitor does not even power up, so I cannot get to bios or any setup.
sounds like it could be.... Have you tried reseating the CPU
and RAM?

Nothing has been removed except the original hard drives.
I have placed a HDD in Clot 0 and 1.
I have taken the memory down the 2GB in Bank A, and set the switch for maintenace "ON" the monitor will not even light up.
All the system board lights and the HDD lights light up and are greem, everything is green except the system light which lights up red as does the SCSI configuration light both red.
ram and cpu both reseated.
Sort of bummed this was going to be a great VM server.
I unplugged the floppy drive I/o cable and the red light is now off, but no video signal now.
Do you think this machine is dead?

I reseated the riser card.
Unplugged everything then plugged back in. When the server is powered on it beeps for about 15 seconds then stops, then 15 seconds quiet then beeps again. When I plug the keyboard in all three greenlightson the keyboard flash but I cant get numlock to stay on. Reseated procs, memory ( have 2Gb in A), everything seems normal, have cleared NVRAM.

I'd declare it dead and ask for your money back. ProLiants do take up to 5 minutes for their first boot after reconfiguration but even if you got it working what then? Too old for production environment and doesn't take enough RAM to use for learning. Damn good server in its day but that day has gone. If you do get it working you'll complain about the fan noise. Forgive me for waffling on...
I got it for free, but still wanted a better server than I have.

I am going to load up a magazine of 7.62, no need to let it suffer any longer.
