it just looks like the onboard is bad - what i suggested - and to which i got no answer, so i'll object :
>> No Intel(R) network adapter found on your system << this means there is none, so it can't install
is the lan enabled in the bios?
do you see an UNKNOWN device, or with a red X in device manager ? <<

if you go on intel website: http://downloadcenter.intel.com/Detail_Desc.aspx?agr=Y&DwnldID=19481&lang=eng&OSVersion=Windows%20Server%202008%20R2%20Standard*&DownloadType=Drivers
you see this about ethernet driver: Intel does not plan to develop and offer Windows Server 2003* or Windows Server 2008* drivers for any Intel® Desktop Board.
When i asked this question i thought someone maybe has stucked with such a problem and by pass it by another driver that might work. i also red blogs on technet.microsoft about it and i did what they say but it did not work, I also asked more than one PC shop here, and they answer that this NIC has no driver on windows server 2003 and 2008, I very much appreciat your help if you can find me a proper driver.
please check intel website for LAN card motherboard DH61ww

you don't need to install W7 - test if it works from a live Knoppix cd : ftp://ftp.gwdg.de/pub/linux/knoppix/KNOPPIX_V6.7.0CD-2011-08-01-EN.iso
that will confirm if it is ok or not; but from your post i assume it is ok
can you confirm hardware ID: PCI\VEN_8086&DEV_1503&SUBS YS_2017808 6&REV_05 - - because for Dev1503 there is nothing on intel site to be found

you are right, sorry, i missed that (even after you said it)
i agree -best install another card
you can then use drivereasy or windows update to check if it finds a driver for it - but as you presume - probably nothing
