When I run Performance Troubleshooting Analyzer on the Exchange 2003 Server, it can't access Active Dir. What gives?

Hello all,

I've been having an issue with the GAL not updating, so I ran the Performance troubleshooting analyzer on the Exchange server. The result was saying that it couldn't access Active Directory.

This seems odd to me as I can ping the DC name from Exchange without error or delay. I don't know if it's always been this way, perhaps a firewall or router setting from when the network was set up a few years ago. I've been with the company only a few months.
All other netowrk systems are working, drives are mapped, email works, internet, SAP, no complaints from anyone.
When I add a new user, the GAL doesn't update, so I know there is a problem somewhere, I just don't know an intitial direction to take in order to troubleshoot this problem.
