I've seen the racks at APC, i just want to know if they are any specific ones that someone can recommend based on experience.

Never had a problem with APC rack kit, be it freestanding or DC integrated cube setup.
I can recommend APC gear and service having recently had them come along and build a 30 rack comms room with integrated everything. As suggested, speak with suppliers direct to get a feel for the kit. I'm sure there are a lot of sales guys out there who would bend over backwards for you right now.

The TIA-942-Data Center Standard might provide you some other useful details if you what to design in by the book. I am aware of specification also about what light to use in order to about interferences.
APC Symetra I would recommend for power and for cooling you need a closed circuit air conditioner.

Any of the APC Netshelter racks are wonderful. In my last two jobs, I've replaced the server racks with Netshelters. Front and back doors, along with the side panels are all removable for easy server installation/repair. The racks are well-vented front and back. There's plenty of room for running cables. APC also sells power distribution units that mounts onto the rails tucked into the sides of the Netshelters. Mine are all on wheels and I can move an entire (full) 42U rack with ease.

As far as raised flooring, i would suggest searching for suppliers in your area and get them in to advise and quote based on your requirements.
