How to set at least 3 Non Alphanumeric characters of Password Policy setting in windows Server 2003?

Hi,

Just need help regarding password policy. I want to enforce and set at least 3 non alphanumeric characters in password policy settings in windows 2k3 AD GPO. Does anyone knows how to tweak this in registry or adsiedit?

Or I will need a third party software to implement this settings?
