Does this mean I can't even sign up for the test? I just want to take the test now on version 3.0 and then take the Vsphere 4.0, is this not possible?

VCP 3.0
Are there any special requirements for the certification VCP 3.0? Do I just take the test and hope I pass? Also, it seems as though the 3.0 version will be replaced by the 4.0 version at the beginning of the year, does the 3.0 version also require me to take a instructor lead training class as well?

You can't just sit the exam, you have to take the instructor led training. VMware requires it.
