WinCvs setup in XP

I have a CVS server on RedHat 7.2. Using Cygwin SSH and CVS client on an XP PC, I can check out files from my repository with no problem.
After installing WinCvs 2.0.2.4 on the same PC, when I run the same co command, the fish keeps swimming in the lower right corner and I get no files. Other computers use WinCvs with no problem on the same repository.
I am not sure what I am missing to make WinCvs work. thanks for your help.
