Cannot Access Internet in Normal Mode only Safe Mode

I am having difficulty getting onto the Internet with IE Explorer 7.0 on Window XP Home edtion.
The only way that I can make the connection is by logging on in "safe mode with internet access" and signing on as the "administrator".
Now I upgraded to IE 7.0 since I was having difficulty with IE 6.0 and DNS errors with shdoclc.dll and I couldn't get on at all. I think this system had been hijacked. I ran Hijackthis, RegCure, Avast and Adaware to no avail.
