The Solution Rating System

With so many solutions, how can you tell which solutions are most likely to help you and which ones are not? Because of the way the system is set up, the most important variable in this equation is you. Suddenly unable to download files within IE 7

I am suddenly unable to download files within IE 7. All other programs that connect and download within themselves such as, norton, itunes, pirates of the burning sea(online game-problem appeared a couple of weeks after install, could they have blocked a port or something in one of their patches), work well. Each time I try to download a file by right-clicking on it and chooseing "save target as", there is no download box popping up as normal. This also opens up a second instance of iexplorer.exe in my system process's. Which, in turn, begins to hog up the entire cpu until the pc reboots. Almost the same thing happens when I try the 'automatic download that some websites(nvidia) offer. When i click the download button and it goes to the download page, the file usually starts downloading, if not there is that link that says,'if download doesn't begin click here'. When i click the link, nothing happens, if i click again ie overloads my cpu causing reboot.
