Can't type in OWA message body

I'm setting up a new Vista Home Premium laptop for my boss. When I opened our Outlook Web Access and tried to send a new or reply to a message,  the message text body is disabled, with a small boxed "x" in the upper left corner. I can type in the address and subject fields okay, but not in the message body.

I have tried several changes to the security settings in IE7 with no success. I opened OWA on an XP machine that had not had OWA access previously, and it prompted me to install an ActiveX control. After the install, OWA worked fine. I can't get the Vista machine to prompt me for an ActiveX control.

My personal Vista Ultimate laptop works fine for OWA.
