SVG general question

Hi, I've a general question about the SVG format so I know if it can be used for what I'm thinking of...


Say you have an SVG image of an old picture frame that has a decorative gold border.

Is there a way of specifying that the height and width of the frame can change, providing the border doesn't loose its shape when stretched?

So the inner bit of the frame (like any good vector) can stretch as needed, and the border too can stretch as needed but the border widths remain in proportion to the other border widths.
