CMS features for a news site

You will need experience in one or more CMSs to answer this -- any  help on any CMS gratefully received.
To make a CMS work for a news site, several things need to automatically happen for the writers - editors (who know nothing about HTML).  Look at the example BBC picture below, to see what I am getting at.  Here are the essentials --

1.  The writer sees 1 screen, types in a story, picks a picture from a library, picks a quote and cicks publish.
Here is what has to happen in the background
2.  The main page layout is different for each article than the overview -- I assume all CMSs can do this
3.  The time + date  is auto inserted above the title (see BBC pic) and the topic area highlighted at left
4.  The font sizes for title, intro, article body, and quote caption are all set by the CMS, not by the writer.
5.  Links at right are dynamic -- links from a library are auto inserted relevant to the topic, via keywords
6.  Other links on the right relating to the topic area on the site, are auto-inserted based on topic area
7.  The writer must be able to pick MULTIPLE TOPIC AREAS where his article is linked to important).
     e.g., an article on health/drugs might be linked in Health, Medicine, Nutrition, and Latest NewsTAs
8.  There must be leading pages for each topic area, all different from the articles in each topic area.
9.  Optionally, a rabbit trail position could show above the title, like the time and date updated.

That's all there is, but they're essential -- they need to be automated, not for the writer to decide.

QUESTIONS --
I don't need to know how to do any of this, all I need to know is, CAN ANY CMS DO IT OUT OF THE BOX?
If not, how much customization and setup needs to be done in the CMS?  How long a job is it?

I ask this because I have installed and looked at Joomla, Drupal, Wordpress, and abot 5 others, and I see no way in any of them to get this automated functionality.  The whole idea of a "blog" CMS is totally unnecessary for a news site.
