is better than:
http://www.testwebsite.com
So should I now give up actually naming my pages and create separate folders for each index page and then each folder can only hold that page:
http://www.testwebsite.com
http://www.testwebsite.com
http://www.testwebsite.com

That's not really what that question is talking about. The SEO value of converting pages to folders with redirects isn't very high. In this case, cheap-whatever.aspx would have roughly the same weight as /cheap-whatever/ and the rewriterule penalty may negate whatever minimal benefit there is to be gained.
If you want to organize your site into folders, do so.
There is no diference.
