one of limitations of the DEVELOPER version of CF is that it allows access to the server from 3 IP addresses only, AND you can't control which IPs get access - it's purely on first-come-first-served basis.
depending on your network setup, you may not be physically able to run a 2-user app on DEV version at all...
furthermore, your application has to deal with concurrency and/or table/record locking, especially since you are using ms access as your back-end, which is not a transactional rdbms... you need to account for multiple users editing same record and for returning correct generated unique ids of new records in your code.
if at all possible, i would suggest migrating to a proper rdbms, free alternatives include MySQL, Postgre, and of course CF8 comes with Apache Derby built-in.
