Getting 404 error when trying to load PHP pages -Win2003 Server, php 4x (latest)

I am running Windows 2003 Server and have tried to get PHP (latest 4x version) running using ISAPI.

I edited the Home Directory...Configuration tab in the management console to include PHP and a path to the DLL, I added the PHP default document type. I copied EVERY DLL and EXE in the PHP package to Windows, Windows/System, C:\, and to the PHP install directory!

On one install I edited the path and rebooted. On another I edited .REG file to point to "C:\\PHP\\--------" whatever the actual spelling of the isapi4.dll thing is. On another I did both.

I have tried every permutation of where to save the .INI file multiplied by editing the path multiplied by editing the REG file multiplied by where I stuck all the DLLs and EXE files.

I successfully installed PHP on another Windows 2003 Server a few months ago with no problems.

When I try to pull up a PHP page, I get a 404 - Page not found error. This is quite strange! Why would it give a 404 error and not some other error telling me it doesn't know how to handle this wacky PHP thingamabob I tried to trick it into serving to me?
