Microsoft OLE DB Provider for Oracle (0x80004005) - Oracle error occurred, but error message could not be retrieved from Oracle

I am trying to run ASP web application that is trying to connect to Oracle 9i (release 2)
I am ruunig windows XP and IIS 5...

All my ASP and ASP.net applications  used to work fine on my old machine( with same configuartion mentioned above) with out any problem, On my new machine, I am getting these Problems, there no change in any of the asp pages and asp.net pages

My  Provider is  msdaora
objConn.Open "provider=msdaora;"                        &_
 "Data Source="&DB_SERVICE_NAME&";"            &_
 "user ID="&username&";"                        &_
"Password="&passwd&";"


Getting following error when I try to access the .ASP web page

Microsoft OLE DB Provider for Oracle (0x80004005)
Oracle error occurred, but error message could not be retrieved from Oracle.


I gave  full Control permissions for all the users(authenticted users, everyone,machinename\aspnet blah blah.....) on C:ora92 folder

MyASP.net web pages are running fine, only ASP web pages are not runnig

I tried all the solutions mentioned in the following links and installed latest versions of MDAC (2.8) and also tried  version 2.7  nothing worked for me
